Developed between 1967 and 1976 by the Corporación de Mejoramiento Urbano [Urban Improvement Corporation] (CORMU) — a state agency that during the governments of Eduardo Frei Montalva and Salvador Allende was in charge of rethinking Chilean cities through architecture — the San Borja Remodeling was a plan to build 28 housing towers of twenty-two stories, articulated around a metropolitan-scale park on a site in the heart of downtown Santiago. As an example of CORMU's management and design capabilities, the Remodelación San Borja was the laboratory in an attempt to incubate a new type of high-rise city, at a time when Chile was going “p’arriba” [upwards].
